Civilisation is an advanced stage of human development where you will be able to find some form of government, people in different occupations and a writing system. These three main features (government, occupation and writing system)are common in the ancient civilisation we have learn - Indus Valley, Shang and Southeast Asian (Funan and Srivijaya Kingdom).

First, let me re-phrase your question. I believe you mean to ask why people were poor in the past. Right..?
Well, I think people were generally poorer in the past because they had to do alot of things by themselves. Like growing crops (working in the rice fields), making their own clothes and shoes. There were no big factories to mass produce things.
So, when the weather is bad, like when it didn't rain for months or years, people may have nothing to eat. So they will seem poor to us.
Actually, there are still poor people around in present day. Like people in certain parts of India and Africa.
